Some contests are available throughout Canada, while others are limited to Quebec, Montreal, a particular city, a participating store area or a prize-delivery zone. Why is Quebec still excluded from some contests?
Quebec used to have a separate system for promotional contests administered by the Régie des alcools, des courses et des jeux (RACJ). On October 27, 2023, Quebec ended those contest-specific RACJ formalities. The RACJ now states that organizers may hold promotional contests in Quebec and the public may participate.
That change did not force every sponsor to include Quebec or rewrite old contest templates. A promotion may still exclude the province because of an outdated rule template, French-language or other compliance work, prize delivery, participating locations, internal policy or the sponsor’s chosen market. If the official rules exclude Quebec, do not assume the 2023 change overrides them. Ask the sponsor whether the wording is current, and wait for a written correction before entering as a Quebec resident.
What to check before entering a Quebec contest
Use this quick checklist before submitting an entry:
- Eligible location: confirm that Quebec, QC or your municipality is included and look for any regional prize allocation.
- Residency date: check whether you must live in Quebec when you enter, when the draw happens and when the prize is awarded.
- Age: Quebec’s age of majority is 18, but a sponsor may set another minimum age or restrict a promotion because of the prize or product.
- Deadline and time zone: note the closing date, exact time and whether the rules use Eastern Time, local store time or another time zone.

- Winner steps: check how the sponsor will contact you, how quickly you must respond and whether you must answer a skill-testing question or sign a declaration and release.
- Official sponsor: make sure the entry page and rules belong to the named business, media outlet, charity or promotion administrator.
The Competition Bureau’s current promotional-contest guidance says important information should be accessible to entrants, including the number and approximate value of prizes, regional prize allocation, facts affecting the chances of winning, purchase requirements and the winner-selection method. Missing or contradictory details are a reason to pause and verify the promotion.
Prize taxes and scam warning signs
The Canada Revenue Agency says a prize from a lottery scheme is generally not taxable unless the circumstances make it income from employment, business or property. The treatment of other types of prizes can vary. The CRA’s guidance on lottery winnings and other prizes explains those distinctions. Keep the rules and prize documents, and seek qualified tax advice for a valuable, employment-related or business-related prize.
Be suspicious if someone says you won a contest you do not remember entering, demands an advance fee, asks for gift cards or pressures you to act immediately. The Office de la protection du consommateur’s fake-contest guidance recommends reading all documentation and being cautious when money, a purchase or a subscription is required to receive a supposed prize.
The Canadian Anti-Fraud Centre’s prize-fraud page warns that scammers commonly demand an advance fee, purchase, transfer or prepaid gift card before releasing nonexistent winnings. If you believe a prize notice is fraudulent, use the Centre’s reporting options and contact local police if you lost money or personal information.
Frequently asked questions about Quebec contests
Are all contests on this page guaranteed to accept Quebec residents?

Why do Canadian contests exclude Quebec?

Does a new contest have to register with the RACJ to include Quebec?
No. The RACJ says the former formalities and fees for promotional contests no longer apply to new contests. Contests received by the RACJ before October 27, 2023 remained under the earlier rules, but that transitional situation does not create a registration requirement for a new promotion today.
How old must I be to enter a contest in Quebec?
Quebec’s age of majority is 18, but there is no single entry age for every contest. A sponsor may allow younger entrants with consent, require entrants to be 18 or older, or set a higher age because of alcohol, travel, contracts or another prize-related condition. Follow the age stated in the rules.
Why do Quebec contest winners get skill-testing questions?
Skill-testing questions are common in Canadian promotions, including those open to Quebec. The official rules should say whether a potential winner must answer one, when it will be asked and what happens after an incorrect answer.
Can a Montreal resident enter a Quebec-wide contest?
Usually yes when the rules are open to Quebec residents and do not add a smaller geographic restriction. Still check for participating-store areas, local radio boundaries, delivery zones or municipal residency requirements before entering.
Are contest prizes taxable in Quebec?
Many ordinary chance-based prizes are not included in income, but tax treatment depends on the type of prize and why it was received.
